Oregon Court of Appeals says Ballot Measure 114 is constitutional

The Oregon Court of Appeals says Ballot Measure 114 is constitutional according to https://www.opb.org/ as reported here.  The measure bans purchases of magazines that can hold more than 10 rounds of ammunition.  It also requires a permit for anyone purchasing a firearm, but won't go into effect immediately.
